he Valley View ISD Bilingual and English as a Second Language (ESL) Department supports the
T District's mission and Strategic Plan in assuring all emergent bilingual (EB) students receive an
equitable educational opportunity that addresses the affective, linguistic, and cognitive needs accord-
ing to federal regulations and state policy. Valley View ISD ensures English learners participate in
academically challenging programs that respect and build upon the unique cultural and linguistic at-
tributes they bring to the learning community.

The bilingual education program is implemented at the elementary level (PK through 5). The objective
of the bilingual education program is to teach the Texas essential knowledge and skills through the use of
the native language and English. The goal is to enable English learner students to become competent in
the comprehension, speaking, reading and writing of the English language through the development of
literacy and academic skills in the Spanish language and English. Research shows that once essential
concepts are learned well in one language, they can be transferred to a second one. Research also
demonstrates that schooling for emergent bilingual students in which instruction is only given in English
is often inadequate for our students. Therefore, we offer an early exit transitional program that provides
instruction in a language that is comprehensible to the students, while emphasizing a strong English-as-
a-second-language (ESL) component. The ESL component aims to teach English through methodologies
that take into consideration the students’ native language, which is not English. The bilingual education
program has the same high expectations for our students regarding the state-required curriculum, simply
with linguistic accommodations while they are on the road to becoming proficient in English.

The Bilingual/ESL Department for Valley View ISD will provide the necessary support to all the schools
so that our students master the state curriculum at or above grade level and learn English at a high acad-

inglés se vuelvan competentes en la comprensión, el habla, la lectura y la escritura del idioma inglés a
través del desarrollo de la alfabetización y las habilidades académicas en el idioma español y el inglés.
Las investigaciones muestran que una vez que se aprenden bien los conceptos esenciales en un idioma,
se pueden transferir a otro. Las investigaciones también demuestran que la escolarización para estudi-
antes con dominio limitado del inglés en la que la instrucción sólo se imparte en inglés a menudo es in-
adecuada para nuestros estudiantes. Por lo tanto, ofrecemos un programa de transición de salida tem-
prana que brinda instrucción en un idioma que es comprensible para los estudiantes, mientras enfatiza un
